down from obama's devastatingly high unemployment rate with 23 million americans out of work, if you get back to a normal unemployment rate you dramatically increase federal revenue. the second is you basically have a bargain which ronald reagan had, which is i will lower the rates and eliminate various deductions to get down to that rate. the governor himself last night said one of the business tax deductions might well be the oil and gas tax deduction which might well disappear as a part of a process of getting to lower rates. so we've seen it done before. it was done in '86 by ronald reagan in a bipartisan manner, and i think that you would see the governor, who has worked with a very democratic legislature in massachusetts, be bipartisan but let me give you one minor example of why i think it's sometimes frustrating to get into who's telling the truth. there are no definitions by which donald trump is a small business. >> wait, wait, wait. >> none. >> can i jump in here? >> well, there is. >> he took all the time last time. >> if you're a saudi sheikh, technically donald trum

guaranteed, if you're obama or romney in getting the lowest unit rate, the lowest cost for the a tv spot buying from a tv station. outside groups like american crossroads have to pay a premium. president obama spends a dollar, we have to spend more than a dollar to get the same weight of television. a lot more of romney's money is found in the wallet of the republican national committee, and smaller money is found in the democratic national committee. what's that mean? if you use money from the democratic or republican national committees, you have to use what are are called combo ads in which you not only mention obama, but also democrats, or not just romney, but other republicans. it weakens the ad, the way of the power of the ad a little bit. we have an important -- lou: you feel good? go ahead. >> i do think that obama has an advantage in that more of his money is in -- is in a wallet from which he can spend easily, get the lowest rate, and control the message better than can romney. lou: not concerned about the fundraising? >> oh, i'm concerned about it. i think it's a real pro

presidential campaign. jobless rate is the lowest since president obama took office. karen travers is in washington with the impact. >> reporter: could this be a game-changer in the presidential race? for the first time in nearly four years the unemployment rate fell below 8%. unlike previous months when the rate dropped because people gave up looking for work. this was due to substantial increase in employment. >> most folks are going to work, they believe enough in this economy to seek or get jobs that's really significant. >> reporter: the nation added 114,000 jobs in september, modest number about what economists were expecting. the government reported upward revision for july and august. 86,000 jobs added over those two months. after president obama's weak debate performance wednesday, democrats are hoping this positive economic news can be a potential boost. >> the president: today's news certainly is not an excuse to try to talk down the economy to score a few political points. it is a reminder that this country has come too far to turn back now. >> reporter: mitt romney responded

in a cbs poll gave the win to romney to just 22% for mr. obama. nearly a third of the undecideds were undecided. romney's positive rating rose above 50% for the first time in this campaign in a reuters poll. the president's ratings stayed unchanged at 56%. romney stayed on the attack even though his positions were to be charitable and flatly untrue. here's some of what he said about his tax plan and the economy. >> romney: i'm not in favor of a $5 trillion tax cut. my plan is not to put in place any tax cut that will add to the deficit. my view is we ought to provide tax relief to people in the middle class but i'm not going to reduce the share of taxes paid by high income people. we have 23 million people out of work. or stop look for work in this country. >> eliot: here's how the obama campaign responded to some of the claims. with an ad released this afternoon that relied on fact checkers. >> mitt romney has not laid out specifics for how he would pay for his tax cut. he says it's by reducing deductions and closing loopholes but he hasn't said which or how many. so the verdict here
